Laredo Wierd voltage problem

Laredo Wierd voltage problem
So....
I start the XJ and the voltmeter reads nothing for about 5 to 10 seconds and the heater blower as well as the dash seems to be at half power.. Then it all kicks on to normal.. Voltmeter reading normal etc..
I am stumped my friends.. I'm 54 and a Vet so I can't go crawling around anymore looking for a problem.. (Old abused body).. Oh, and the main power window control on the drivers side randomly malfunctions as well... Locks work though.
