Jeep turns on, flickers some, then dies when trying to start. Pls help!!!

Default Jeep turns on, flickers some, then dies when trying to start. Pls help!!!

I hate to sound frantic especially for a first post but basically, when I put my key in to turn it on, the cabin lights will come on, but flicker a bit like its struggling to get any power. Then as soon as I try to start her up, it just dies! No click or nothin! Lights won't turn on either until I let her sit for awhile. I have a brand spankin new battery and alternator as well if that helps any. And I noticed she only starts when given a jump. When I jumped it and got her running, I checked the voltage as well on the battery terminals and it fluctuates a little but stays around 9. What gives? This is my DD so I need to get her running asap before my dad makes me sell her! any info would be much appreciated. Bringing it into a shop is my last resort.
