Is there a fuse under the dash of a 99 jeep cherokee, that controls the
air conditioning or have something to do with it?

 

Main fuses and relays are in the power center on the passenger side inner fender. It's a rectangular black plastic box with a removable lid. Rest of the fuses are in the passenger side kickpanel. The functions are labeled in the power center but you'll need the owner's manual or a shop manual to figure out which does what in the interior fuse panel.

 

Mines under the glove box on the side and in the bay on the pass. side. hope that helps

 

The AC clutch relay is in the fuse box under the hood on the passenger side as said above, in the second row from the left closest to you.
