On my 96 xj, my intermittent wipers work only sometimes, and when they don't, they pause for a second at the bottom of their path, and go again. I'm aware of the intermittent wiper board velcroed under the dash, I've removed it and even opened it up to see if it was maybe simple enough for me to fix it (I'm good with repairs, soldering...etc) but instead a simple mechanical timer and switch like I was expecting, the darn thing is a circuit board! I could imagine how much the thing cost in 96, considering that they go for about $150 new today. Also, when the intermittent wipers aren't working, when the wipers pause at the bottom of their path, the delay box emits a small click, but I'm almost certain it doesn't click when they are working properly. Do you think it's a wiring fault, or the delay box itself? Sorry to over complicate a thread on windshield wipers...

 

Don't know how much a new electronic module would be but it almost certainly operates an onboard relay to click in the wiper motor. You can buy a similar module in an electronics store for 12 quid.
Bypass the electronics just to verify it's the module playing up.

 

Hit local u pull yard grab one from a zj grand Cherokee and swap it in. Drivers kick panel by left foot.
