Interior lights fuse shorting out(and other weird things)

Been trying to track down why my interior lights and all that jazz aren't working tonight, found out that fuse #9 had been pulled from the fuse panel at the kick panel inside. So I pulled out my extra fuses, plugged one in and POP, it blew right away. Now I know why the fuse has been pulled!

So I started searching for what could be causing the issue and found this coming out from under the center console:

Anyone have any idea what the hell these could be from? And if you guys have any good advice for tracking down a short like this, I'd appreciate it a ton.

edit: It's a 93 Cherokee Country by the way, in case that helps/matters

Turh headlight switch **** clockwise also check buttons that activate lights when door is opened .
