that yellow wire hanging is that hot it could short out on something get rid of it or tape it up dont need a fire after all the work

I figured out what that yellow wire is. It's for my wipers. The previous owner put in an aftermarket cruise control unit and used a early 90's GM multifunction switch to had the cruise controls. I'm assuming he wired that directly in the fuse block to get power the wipers. I yanked it out and left for work this morning and realized I had NO wipers.
I was livid. I got to work, put that wire back in and my wipers worked. Ugh, I hate when people do an "easy fix" just to **** me off and it doesn't work later down the road.
