Default idling at about 3000 rpm

When clutch is engaged or in neutral my Cherokee revs way up to about 3000 rpm. It will drop a litlle at a complete stop but not much. It started this a few weeks ago but it wasn't going to 3000 it was more like 1500. I've put on a new TPS and didn't work. I'm wondering if my Jeep (a 96 se 2wd 4 cyl) has a throttle control relay or idle relay and where is it located. I've looked under dash and under hood by battery. Your help is much appreciated. Let me know if the relay thing is possible or what else could be causing this problem. Oh and just before it got real bad I drove through some pretty heavy rain.

IAC mounted next to the TPS on the Throttle Body.

Ok thanks I've pulled the IAC and cleaned it. It was pretty nasty anyway I put it back on and fired it up and same problem. I've got a new one ordered wont be here till tomorrow AM. Just wondering the tapered bullet looking end is that supposed move in and out with that little plastic sleeve or not ???

Ok new IAC valve still getting same result. I have checked my vacuum lines and I am completely missing one I think. Its under the throttle body opposite side of the IAC but not sure where its supposed to go. There are no hoses not attached to something so it must be missing completely. Any ideas where or what that vacuum should be connected to?
