idle problem

Engine: beefed up 4.0 HO
idle problem
My 91 Cherokee is having trouble idling. My auto teacher was telling me the steper motor on the throttle body isn't working. I tried replacing it with a different one and still there's a problem. I think it's not getting a signal. What could cause this
