98, 4.0L P505 code, malfunction in IAC Circuit

I have no fast idle when cold. The IAC has been replaced. I'm now testing the IAC circuit.

I'm at test 25C now and you are checking less than 5.0 ohms at plug pins 20, 19 and 11. I have 0 ohms indicating an open circuit.

Has any one else run this test and found a similar condition?

No idea what year, engine, etc you have...but is the CTS working properly?

I have no codes for a bad CTS, dash indicates a normal coolant signal. It's a 98 4.0.
