My suggestion would be to pick up a few Jeep mags, or go to car domain, or even look at some of the rigs on this forum, to get the ideas flowing. Thats what I did, just take your time to make the right decisions and it will turn out looking good.
Good luck

I won't say I know a lot about budget boosts but I have done 1. I did do a bunch of research beforehand so I knew my options.
Wheels also change the entire look of a Jeep so that would be a consideration.
First you need to look over the Jeeps on this and maybe other sites and decide what you like and what your intended use for this Jeep of yours is going to be. Then you need to meld those things together. We will of course render opinions and assistance in any way we can but first you need to have some time to layout your plans and goals.

Well to start - New axles, regeared, locked, lifted, tires, wheels, stroker kit, bumpers, 4:1 TC. It'll be good then.
It's an XJ looks arent that important, its what it can do that matters.
But I'd start with painting rims and a BB with a K&N filter and exhuast system.

A cat back will give you a whole new sound and there are a bunch of kits out there in all price ranges i would go to youtube and just listen to different set ups (mufflers and pipes) but just keep in mind running no cat is illeagal but yeah i would just browse youtube

100 % agree. but thinkly really about it intake and exhaust upgrade. 3" lift and some 31's always makes a heep allot nicer.

Music sound or engine sound?
The nice thing about the xj is that theres plenty of room for a nice big sub box! but if your worried about space they do make an 'xj pod' that fits into that wierd little space that serves no purpose on the right rear of vehicle-but the pod is pricey, id make something before I bought one.
If you want engine sound I agree that a cat back is a good cheap way to go.

but seriously check out rough country 3 inch lift about 300 bones for 4 new shocks front coils and add a leafs in the back. ya than 31's thats what I run and I like it. look up K&N kits on ebay I got mine for $20 and fabd it into the stock air box, and I got new headlight assembleys with bulbs housing, and sweet led's arround the outside for 20$ just look on ebay and you will se lots of cool cheap stuff, but dont just buy everything cheap, that makes a cheap jeep
