That is not a time display... that is time until you are out of fuel. Try messing with that as you go down the road varying speeds or driving conditions. It will go up or down as your fuel economy goes up and down.
The reason that 19.4 doesn't change is that is your AVERAGE fuel economy. That is the average of your fuel economy since the last time the unit was reset.
BTW... I have exactly the same unit in our 99 Dodge Grand Caravan minivan.
