how to? tighten bolts on clutch/fan assembly

Wondering the best way to tighten these bolts on the fan/clutch assembly.
The pulley spins so one can only get the bolts as tight as one can hold the pulley from moving.

Any tips would be appreciated.
The belt is moving back and forth on the pulley so I am thinking the bolts are not tight enough. Alternator and harmonic balancer seem to be spinning with out wobble and the belt was working perfectly before I took the fan/clutch assembly off.

I use a long thick square shank (not round) screw driver wedged across the nuts. The round shank rolls off the nuts. The flat edge of the square shank holds its grip.

The squared screwdriver and the wrench did the trick and I was able to get the pulley much tighter and eliminate about half of the belt movement.
