how to swap steering column?

The key won't turn off because in the 91 you had the manual on column ignition lock.
On the 94 you had the automatic shift interlock. The 91 isn't going to have the mechanicals needed to unlock that column...
Now, the only way to solve this issue is to go back to the 94, remove the shifter mechanism and the shift interlock cable and put it all on the 91.
OR put the right parts on the 91 column like you should have to begin with.

I haven't been home in a while so no but the reason I tried swapping them instead was cause people like here said it was easier. To get to the high beam switch I gotta pull the column apart right

That is the dimmer switch. Is there a reason the rod isn't actuating that switch?

You probably put the high beam mechanism back together wrong in the column when you did the loose steering fix. I did the exact thing and had to tear mine back down.
Its really easy to figure out if u just look at it. You know when you pull the top column peice apart and the bottom half kind of falls off without you expecting it, that is where the mechanism for the high beams is located. The little plastic slider peice needs to be on there correctly and the little metal rod needs to be placed in the right spot, its kind of a pain to get all that right and put the to column peices on at the same time, but it can be done!!
The peice im talking about is the high beam actuator, here is a pic of it,

If you have any questions pm me, ive done this on my jeep twice( because of the stupid switch) and did my buddies jeep.
