Default horrible mileage

i have a 2.8 v6. i know it isnt the best engine but, cmon. i got 9.7 mpg last tank. i drive like a grandma also. it seems to run good, starts good even in the cold canadian weather. if my timing was retarded could it cause my mileage to drop this bad? its relatively gutless. i just changed the air and fuel filter. any help is greatly appreciated!

fluids are all good, dont know about plugs wires or the cap and rotor. do you usually change the rotor when you do an ignition tune up? or just the cap?
