If you check and the wiring and relay is good more than likely the air bag cover has shrunk compressing the horn contacts. I haven't fooled with a Jeep yet but on a Buick I inserted a slice of an old plastic credit card to hold the contacts apart until the cover was actually pressed.
Follow all safety precautions 110% when fooling around with the air bag.
