Default Horn stuck

My 98 XJ was sitting in the driveway and the horn engaged. I had to pull the relay to stop it. I swapped the relay with the one next to it and the horn was still engaged. I thought either a short or the clockspring. I pulled the airbag/horn button and reinstalled the relay. The horn didn't engage. I took the horn wire that goes to the airbag assembly and grounded it to the steering wheel nut. The horn blows when grounded and stops when released. Am I right in assuming that the clockspring is good and the problem is in the horn button or am I missing something?

In case someone searches this post here's what I did to rectify the problem. I combined info on a couple of Youtube videos. I removed the airbag from the cover to get to the horn button. I then cut the plasty weld points that held the copper plates to the cover. Next I trimmed the plastic sheeting that seals the plates and placed a strip of electrical tape centered and parallel to the short edge of the plates. I'm guessing that keeps the plates separated just enough. I checked resistance and operation of the horn between each step of reassembly of the airbag cover horn assembly with an ohmmeter. I reassembled into the jeep and horn works fine. For a long time before the failure, I had to press really hard to get the horn to blow, now a simple tap will work. I do foresee a problem with possible corrosion on the plate since they are no longer as well sealed as they were from the factory. I'll have to keep my eyes open for a replacement from the upullit. That's stupid engineering to have to buy the complete airbag assembly when the horn button fails, but in Jeeps defense I guess all the other manufactures probably do the same now. The airbag horn button assy has been discontinued and the few used ones on ebay are several hundred bucks each, and probably have much more use than my broken one.
