Yea, then it's most likely your clockspring. If the clockspring is bad, then none of the electrical components on your steering wheel would work (cruise, horn, airbag, etc).

get one from a junkyard jeep with a good airbag, that has cruise control.
you need a 21mm socket I believe, with ratchet and extension (1/2" drive)
a 5/16 socket
assorted torx bits
phillips head screwdriver
steering wheel puller ($15)
remove the negative and positive leads from the battery. touch them together to discharge anything in the system for 30 seconds.
wait 20 min. or so. have a beer
make sure your wheels are straight and steering wheel is centered.
unbolt the two 5/16 bolts holding the airbag in. pull it out (with deploying side NOT facing you, standing outside the jeep. unplug it.
unplug the cruise control Y harness from the clock spring.
unbolt the steering wheel
remove with puller
unscrew two phillips heads screws from the shroud around the column.
there is a tab on top and on bottom of the clock spring. pop them away from the column to remove it.
pull clock spring out, and unplug the connectors.
with the new clock spring handy (which you can buy new for alot of $$$, or from the junkyard for cheapish), now you need to center it.
the clock spring has 6 full rotations in it. center it at 3. plug it in, put it on.
screw shroud back on
put steering wheel back on. it can only spline on one way. tighten it down.
plug Y connector in
plug air bag in
screw down air bag
reconnect battery.
while standing outside of the jeep, reach under or across the column, put the key in, and turn to the "run" position. wait til all gauge cluster lights turn off, start, and you're good to go.
the clock spring can come from any 97+ xj.

WOW!
THANKS, Will do when I get time and clock spring
Just as a note to add to this thread on removal the steering wheel..
I ran into issues when I tried to remove the steering wheel, using the standard tool you get at auto zone. I ended up stripping the bolt holes that the removal tool uses as leverage against the center (thus creating the tension to dismount the steering wheel). I was at that bit8 for HOURS. Finally I brought it to my cousin who had a gear puller, and it worked like a charm. It was just amazing to me because a simple tool would have saved me 10 hours of frustration. That said, just be aware that this tool worked much much better for me, and is a great option if your bolt holes are stripped!
