HORN BLOWS CONSTANTLY - Left my windows down and it stormed last night. HELP!

01 XJ, Left all four windows down last night and we got monsoon rains at about 2am. At 6:30 am my jeep woke me up by constantly blowing the horn. I ran out in my underoos and tried starting it and playing with the key fob. I had to pull the negative battery terminal to keep it off. There was an inch of water in my cup holders in the center console, that's how wet everything is. I opened up the doors and went to work, then reconnected the battery when I got home. It sat just fine for about 10 minutes, and then the horn blew constant again. I tried taking out the airbag/horn button thinking that possibly that got wet, but no change. Anybody else had this happen?

You removed the horn button and it still blows?
If that's the case it has to have something to do with the keyless entry module but isn't it in the roof on an 01?
Idk much about these late model fancy XJs.
Unplug the horn until you figure it out... at least you could drive it.

You can pull the horn relay until you figure out hoe to fix it. The horn relay is in the Junction Block, which is the fuse panel in the passenger foot well. You will need to remove the cover off the fuse panel which is held on with a nut.
The Horn Relay will be the 2nd one up from the bottom, next to, and to the left (foreward) of the block of fuses.

I'd say unplug the horn. Also its funny that people are getting annoyed that he'd cut the wires. Iv cut wires and later soldered and shrink wrapped them. Am I a bad PO?

Alright. I disconnected the two leads at each horn, and everything seems to be working alright so far....but I would like to find the root problem. I checked out the BCM, and it doesn't seem to have gotten wet. The drivers side dash got freakin' soaked however.

I agree. I'd certainly try to fix the issue.
Does the Jeep seem all nice and dry now or is everything still wet?
I ask this because there's a possibility that things start acting better once it dries out. Maybe.

This tells me that the problem is either your horn switch in the steering wheel or the clock spring is still drenched.
At the very least, go plug the horn back up and swap the horn relay with a different relay. It shouldn't be the problem but would certainly rule out a major portion of the circuit.
If that doesn't fix the issue I'd let it dry out some more before I tried anything else.
If you removed the horn button the horn should have stopped working...
