I'll have to go to my dads to borrow his analog multimeter to test the tps. I used propane to check for vacuum leaks but I'll try it when in it warm.

I used my digital to test it just for the hell of it. I have 4.99v going in. On the other one it is at .66v with throttle closed. At WOT it shows 3.7v. The meter seemed to go up pretty smoothly but hard to tell since its digital. I assume I need to replace the tps since those numbers aren't correct, right?

It might be a combination of a few sensors and or vacuum leaks.
Get your multimeter and chiltons out and test if yours is with in range. Test your other sensors too. My last high idle issue was a vacuum leak, bad TPS, and a bad IAC valve.
Thats how I figured out my TPS was bad, was with a multimeter. There are some write ups on the net that explain it alot better than chiltons.
If you dont have that stuff. Get a new TPS installed and if it doesnt fix the problem, clean it up real good and tell the parts store you never opened it or installed it. But like I said, it may be a combination of things...

Im not 100% on the numbers. Get a new TPS and or one from the Junk Yard and test all of them.
Just tell the parts folk you never even took it out of the box if you need to take it back. Just make sure it looks new and like you havent used it.
