High beam issue

High beam issue
My 96 cherokee sport has lows and when you pull the high beam switch the indicator on the dash lights but the headlights go out. I get continuity between all three prongs on the lamp and between ground and both high and low on the harness. Also, I get voltage across low and ground but not high and ground. Anyone have any ideas as to what is causing this?
