hesitation when starting

hey i have a 1991 Cherokee and when i go to start it it really hesitates, whether its cold or hot it hesitates every time. ive done a full tune up on

Battery, CPS, Big Three, Distributor(spark), fuel, check those.

Remove the throttle body, pull all sensors, and clean thoroughly.

it idles just under 1000
