Default Hesitation/Popping

On cold starts within the first 30sec. to 1min. of driving my 98 XJ (auto,4.0) hesitates, then if I push on the gas you can hear popping in the engine compartment. This only last a few seconds then it is fine. If I let it warm up before i drive it , no problems. I have replaced plugs, wires and did the seafoam thing. Any suggestions?

As for the fuel filter, I did look for an inline filter and did not see any. I think I read the fuel filter is part of the fuel pump on the "98s . But I will check again. Thanks

In your opinions, would you guys say that this is a fuel issue?
