90% sure my 99 has 3 lines at the proportioning valve, 1 to the rear and 1 for each front.

So yeah to anyone that has a 99 Cherokee be aware there is two different rotor sizes one has a quarter inch deeper offset which if used in the wrong jeep presses it against the housing not allowing the wheel to turn. Correct rotor=problem. Solved. Thanks again everybody
