You should find a video showing how to test the fuses with that multimeter you bought.

We need to check for power a good fuse dont help if theres not current running threw it.

Meter needs to be set to dc volts . Dont now what your meter has as for setting . then black probe goes to negative side of battery Red lead stick on both sides of fuse .

Set it to 250 then touch leads to battery, black to negative and red to positive whats meter say ?

Yes, turn meter to 10 and see what meter does .

Could my code have anything to do with this (12 Battery input to PCM disconnected during last 50 key starts.)???

Or the vacuum wire?

Next steps please...

At 10, the meter kicks straight to good-all the way.

Now turn ignition key to run position and ground black lead to battery negative/metal then use red probe and check fuses for power meter should move just like it did when connected to battery . Do main fuse box under hood first .
