My 94 jeep blows cold air only when car is a idle. When im driving it blows hot.....any ideas?

blend door and or vacuum system is not 100%.

But wouldnt blend door and or vacuum only blow air out the defroster? It blows out all spots when switch by hvac controls, just blows cold only at idle.

sounds like poor charge, or engine bay to hot
