Default Heater core R&R fun

So I am trying to replace my heater core ATM (2000 XJ 4L I6), and I am following http://www.jeepforum.com/forum/f11/my-actual-evaporator-heater-core-removal-installation-thread-592844/#/topics/592844 as that seems to be the go to. However, everyone including the OP of the write up says its not worth the extra work to remove the steering column. He says to just unbolt it from some bracket. Is this black thing around the stud the bracket he is talking about?




I took the nuts off and gently tried to pull the bracket but I don't wanna brake anything. How do I lower the steering wheel so I can swing the dash out? I have the tilt wheel and it's in the lowest position already.
