heater control valve help

heater control valve help
so i put in a new heater control valve when the heat is off if i put the vacuum line on it leaks from were that little metal bar is.but if i turn the heat on then it stops leaking but my heat works fine either way. so i guess my question is is it bad to leave it unplugged off the top
