Headlights flash during cranking

Headlights flash during cranking
1991 4.0L Cherokee High Output. Just recently my headlights started flashing with the rotation of the engine during cranking, I don't understand this at all. The cranking speed has reduced significantly as well. The headlight switch is off, but yet they are coming on at a certain rotation and they are coming on a full power. I am thinking maybe a bad ground somewhere???
