Default Headlight issue

I searched for this but didn't get much back, my right headlight will only work when I have the brights on, is this a bulb issue? I was under the impression the high's and low's are both from the same bulb therefore it wouldn't be that. Is it that simple or more complex? Don't have money to just throw parts at it and see what works.. 96 Cherokee Country.

more than likely it's the bulb. Easy way to test... swap the headlights around and test it.

Sorta. The "bulb" actually has two separate filaments inside, one for low, another for high. One can fail while the other still works.
