One of the sides has a wire for the fogs...maybe a feedback from the fog lamp circuit? I think its the driver's side plug.

Tjfritz325,

Did you ever resolve your problem? Do you have the factory fog lamps?

I ask because I'm running into a problem that would mimic what you are experiencing. On my '98 with factory fog lamps there is 6 volts feedback on the hi beam circuit that would be used to trigger the relay. Once the relay is energized such as when the high beam are activated, there is enough voltage to keep the relay on. You can read my post for specifics.

The bottom line is that with the headlights removed from the stock wiring circuit there is 6 volts and 42 mA backfeeding through the hi beam circuit. If the fog light relay is removed the voltage drops to around 3 volts and 0.8mA. The later is not enough to energize the relays that would come with a wiring harness upgrade, but the 6 V and 42mA is enough to sometimes energize it initially, but it will keep it from deenergizing once it is on.

I'm guessing those without factory fog lamps do not have this problem.
