Headlight Harness Upgrade Problem

Headlight Harness Upgrade Problem
Finally got around to trying to install headlight upgrade harness last night. Used this one that was recommended on here:

At any rate, I hooked it all up, and when i turn the lights on they come on low beam and I hear the relay click on. Then when I switch to high beam the other relay clicks and the highs come on. The problem is when I switch back to low on the lever, the headlights stay on high beam.
Anyone else encountered this problem? Lights work the way they're supposed to with the factory wiring so I disconnected the harness and plugged the lights back on to the factory wiring until I get this figured out.

Here's a querstion.
I heard somewhere that if you cut or bend a prong on the fog light relay, it will also solve the problem.
I have also heard that if you cut or bend a prong on the fog light relay, you can run the fog lights alongside the high beams.
Is this the same prong? as in, cutting one prong will 'fix' the issue of the high beams not kicking off, as well as letting the fog lamps stay on with the high or low beams?
I ask because i wanted to do that mod anyway, so if doing that fixes the high/low switching issue, then i may as well save a step.
