harmonic balancer question

Default harmonic balancer question

On my 97 xj, behind the harmonic balancer there is what looks to be a gasket or some type of rubber coming from the bottom portion of the oil pan. Is it supposed to be like this? I've been hunting down some leaks in the car and I have a feeling this has something to do with it.

is the front main seal also known as crankshaft oil seal? Would I have to remove the Belly pan?

No but obviously the crank pulley has to come off and then that cover plate . the front seal is a round metal and rubber tap into place seal...easy enough when its in your lap...lots of beers to get that crank pulley off with all that radiator stuff in the way
