Take off your bumper. 3 bolts on each side. It will make it so much easier.

Harbour Freight is really "Harbour Waste". You will be wasting both your money and your time to install them. It's all junk, but then if that 's what you're use to and that's what you drive, what the heck.

I would suggest you pay a visit to your favorite salvage/recycle yard and pull (or have them pull) a pair of O.E.M. fog or driving lights together with the mounting hardware.

You will be getting a quality light fixture with a European glass lens, not plastic lens. The worst situation would be one of the bulbs are burnt out. The H-3 style bulbs are avaiable at Wal-Mart for >$5.00.

You'll need to wire them thru a $6.00 relay and a $3.00 toggle switch, plus wire, connectors, loom, and tape.

May take a little bit more time, but a better result over picking a box off a shelf at Harbour Waste.

Enjoy !

ADDITION: If you're going to mount your driving/fog lights on the underside of the factory bumper, there are holes already there for you to use, just as if the lights came O.E.M.

That's the better position any way, since to do otherwise is to restrict the air flow into the radiator.

However, if the driving lights are being added just for "looks", I can understand why someone would NOT put them at the O.E.M. location at the underside of the bumper. They may not get noticed down there.
