I've got the Treadwrights and am happy with them. Warden style and Guard Dog style. Most states retread laws are for commercial vehicles only and don't apply to passenger vehicles.

I've got the Guard Dogs on the XJ and the Wardens on my wife's Suburban. Can't wait for some snow to plow through!

DOT Federal regulations state that the only place a retread can't be used is the steer tire on a BUS.
I doubt that any state is anymore strict than that.
When in doubt call someone or treadwright I'm sure they will know and tell you straight.
Its what I plan on going with when I buy tires the next time.
