Default Gauge problem or something else?

My jeep has been acting weird with the whole check gauge light coming on and volt meter going to 19 while driving. But anyway, When I turned the jeep on the other day it turned over just fine but none of the gauges worked. Turned off and turned back on and they where fine. Sometimes when I turn it off the gauges get frozen. But the thing I don't get is that when this stuff happens the jeep acts like it died the radio presets aren't there. Note that I have a brand new battery and alternator. Cab this be something with the PCM or something else? Any help wold be great thanks.

Disconnect the battery & clean all the ground connections.

Did it twice already, That was the first thing I did with my voltage problem which is still there so I'm wondering if this had something to do with it.

Check the resistance of the battery cables. There can be corrosion/damage under the insulation you can't see unless you open it up.

Did you clean all of the grounding points? Not just the battery terminals.

Yes I cleaned every ground. I think I may do that next considering that's the only thing I haven't looked into yet is he cables. Just not sure where to get jeep specific cables all the part stores around just have universal one's.
