gage cluster not working

gage cluster not working
Hey people I have a problem and I'm looking for a answer.
I have a 99 xj and none of the gages needles are working but all the lights work properly.
I have tried replacing the cluster, replaced both the plugs going into to the cluster. Replaced the ignition switch. Check the ground straps. Replaced the airbag control modular. Checked the fuses.
I'm at a loss of where to go now any and all help would be appreciated.
