Fuse #18 in the Junction Block. My Owner's Manual says that spot is open but I have a fuse in that spot (10A) and the wiring diagrams shows #18 as powering the power mirrors and the power door locks/windows.

Wow. I'm not an idiot but when my manual shows 27 fuse spots and the diagram online says 30 it's a little confusing

That diagram of the Junction Block is valid for 97-01. 28 - 30 are circuit breakers not fuses.

1. Rather than explain what a bad fuse looks like, visually compare a suspected blown fuse to a known (new) fuse. The wire in the middle of the fuse will be broken on the blown fuse.

2. Plug the new fuse into the suspected blown fuse spot and see if your problem goes away.

Where are the breakers located ? My windows work sometime then go out. Really strange

I'm not familiar with an '89 XJ fuse set up, but those are circuit breaker in the 97-01. The description of the circuits for 28, 29, and 30 in that linked chart is spot on.

You should do a search on the forum(s) for window problems. There's lots of threads about bad wiring in the driver's door that my be your problem.

Could also be the window switch itself. My window stopped working and I ordered a motor just to fund out it was a 2 dollar switch.
