Fuse #18 in the Junction Block. My Owner's Manual says that spot is open but I have a fuse in that spot (10A) and the wiring diagrams shows #18 as powering the power mirrors and the power door locks/windows.

1. Rather than explain what a bad fuse looks like, visually compare a suspected blown fuse to a known (new) fuse. The wire in the middle of the fuse will be broken on the blown fuse.
2. Plug the new fuse into the suspected blown fuse spot and see if your problem goes away.

You should do a search on the forum(s) for window problems. There's lots of threads about bad wiring in the driver's door that my be your problem.
