Fuel system lean??

Fuel system lean??
My brother called,, (he has a 98 xj 2dr, 4.0l,ax15.) He has a re-occurring "fuel system lean code" Any ideas?? He has done tune-up, o2 sensors.
I suggested that he check for vac leaks
Have the fuel pressure checked.
Other than that I am at a loss, I have never encountered this on a jeeo 4.0. Any help wouldbe greatly appreciated
