Fuel Rail Issue

Fuel Rail Issue
On my never ending quest to fingure out why my XJ runs like crap I noticed something.
I went to the junk yard today to pick up a few misc parts and was looking at a few on the 4.0 engines still in the vehicles. On most of them at the end of the fuel rail closest to the front of the car the is a small box with a few lines running to it.
On my Cherokee all I have is a fuel line running to the end of the rail, and now i notice a vacuum line with a screw in end that is connected to nothing!!
I have a 1996 Cherokee with a 1994 motor in it any ideas of what I am missing??
