Fuel pump won't cycle once the engine is started it will run constantly, the fuel pressure regulator is mechanical and has no effect on pump ON/OFF. Only way a fuel pump could "burn up" is if it were run dry and even that wouldn't happen immediately.
If when using a DMM you have 12V at the fuel pump connector when:
starting the engine for about 2 seconds
and
constantly when the engine is running,
if the fuel pump doesn't operate, it's the pump.

 

Got the fiel pump on it was a ground... man I feel like a jackass thanks for all your help guys ....

Create yourself a better ground near the connector. You won't regret it.
