fuel pump wont kick on?????

Did a new pump make the fix? I'm having nearly an identical problem but after 2 new pumps, and trying to make them run by wiring them direct..still not running.
Going to take the latest new one out and bench test it. Been two months dicking with this problem.....grr...

Model: Cherokee (XJ)
Engine: 4.0
So,
been in 4.0 jeeps now for some years (2x TJ) and recently purchased 4.0 XJ, Auto, Limited. A garage find. 1991 Renix.
Dead on arrival. Dry tank, blocked pump. Replaced the complete pump / sender assembly from RA. https://www.rockauto.com/en/moreinfo...1180055&jsn=16
Got the engine running, made a test drive than died. Slowly loosing cylinder per cylinder (diagnosed it with unplugging injectors)
Got injector ultrasonically cleaned, replaced strainers, o-rings.
Got the jeep running again, died again soon :-/
Removed the tank - terribly smelling gas, rusted pump (the new, just replaced!). So fresh gas diluted dried and decomposed old gas into acid slurry.
Cleaned the tank, got it epoxy treated, painted on the outside, re-inserted cleaned fuel pump.
On contact - no pump buzz. No pressure, no flow...
Question:
- negative contact is made via tank as far as I understood the posts. Where tank gets contact with frame?
- I painted it fresh outside, before it was zinc plated steel, steel straps, zinc plated hook bolts.
- Did I insulated the conductive elements or there could be other reasons.
BTW: I am i Europe and new tank shipping is prohibitive... That's why I went the "restore" route.
