fuel pump questions

fuel pump questions
I have a 1990 Cherokee with a 4.0 liter auto and 103000 miles. I am having fuel issues with it. When I turn the key on I hear it run and stop but there is still no fuel at the test port on the fuel rail. I have changed the filter and no luck.
I checked for voltage on the two wires leading to the pump at the pump and with the key on there is 12 volts to one and only about 3 volts to the other wire. Is this correct or should they both have 12 volts? if thats not correct what would cause this?
