My 97 XJ's fuel pump isn't kicking on when you turn the key. There's low volts (~4) to the Fuel pump relay, but when you bypass the relayand jumper the pump it primes and the Jeep starts. Any idea what could be causing the voltage drop?

 

I guess it's not the computer , or do think this may be the computer fault?
What voltage do you have from the CPS?

 

We later figured out that it has no spark either, and isn't throwing a code, so we thin kit's the computer. I can't do anymore with it now since we're in Florida for the Holiday.
