Fuel pressure regulator

Hey guys on my 2000 xj I'm having some problems that lead to me to think it's the regulator. First the worse of the symptoms is my oil reeks of gas and is thinning. I did a head gasket check and all is ok. Next when warm my jeep won't start so I have to cycle my key on and off 3 times in order to prime the pump. So my question is where is this devil located? In the tank? What's a quick fix I can do?

Can you get a pressure gauge on the fuel rail?
There should be a test port with a shrader valve on the fuel rail.. Could be a bad fuel injector stuck open.
WARNING i spun a bearing on a turbo nissian because it had too much fuel in the oil and the bearing spun when it reved so be careful....
