I have replaced the fuel gauge and the cluster gauge and still my fuel gauge will not work

You need to update your profile to include the description of your Cherokee...year, engine, tranny, etc. For now, you can post it here.

What's a "cluster gauge"?

 

He's talking about the gauge in the cluster. I think he's also suggesting he's replaced the sending unit.

Check all your grounds and connections it's possible whatever sends the signal to the gauge isn't grounding good.
