Fuel back pressure issue?

Okay so I have an 89 Laredo with the 4.0. Lately I've been having some fuel issues. As it is summer the Texas temps are in upwards of 100 degrees. Today after driving about an hour me jeep died. Acted like it ran out of fuel. But I didn't. Had almost half a tank still. This isn't the first time either. When I pull the has cap off it lets out pressurized gas fumes from the tank, last time it shot fuel out with it. It almost seems like the back pressure is keeping the pump from picking up fuel.
Any suggestions would be greatly appreciated
