Frozen Steering Wheel?

No, it supposed to be pushed in, then remove the keeper ring then you can pull it off

You sure a 98 has a keeper ring? I know the older GM columns did, but didn't think the newer column did..

I haven't taken apart a 98, but just the older ones. But if you are stripping threads, something is holding it on

After seeing how that U shaped puller works, I made my own by putting a few washers behind the bolt then I simply tighten the bolt. The only thing this did was break my steering wheel lock!! I'm listening to all advice given but honestly I don't think this has what you're referring to. Then again I cannot see how this steering wheel won't come off with the amount of force I'm applying coupled with everyone else not having this much trouble!!

Maybe put the puller, with as much tension as you dare for the night & walk away from it. See what happens overnight?

Already did that as I started this clock spring replacement yesterday. I even re-tapped the hole and stripped it again!
I am at a total loss here...

Drill out the stripped holes and retap the holes to the next larger bolt reinstall the puller and get it good and tight then take a small propane and heat it up and it should come off .

I can't tell what you're trying to do in that picture. Are you using a proper puller? A touch penetrating oil into the splines might help. Careful with the heat so you don't melt the clock spring or wiring. One thing you don't want to do tighten the bolts into the aluminum as the means to applying the force. The tension plus the twisting will just rip the threads out of the aluminum. Get tension on there, and tap the center bolt of the tensioner with a hammer.

I did that today. Look at my last reply. I re-tapped it, used heat, the puller, a crow bar and a hard rubber mallet... Nothing!

Yes I'm using a proper puller and yes I've tried all that you suggested.

I'm going to have to buy a bigger tap and a bolt for it and try this all again. I feel so defeated at the moment..

If it all fails you can go to a wrecking yard and get another steering column and just replace the whole thing .

I've got to ask, are you 100% positive that a 98 XJ Limited has a keeper ring?

All of my research says it doesn't and I have found people who have had this level of trouble. Just trying to be respectful of all advice as it is definitely appreciated!

I am unaware of any keeper ring in there.
Something did pop into my head.
Are splines lined up on the steering wheel and the steering column?
I can't tell from your picture.
And can't remember if you could tell by looking down in there.
Maybe somebody too off the steering wheel at some point.
And jammed it back on out of position.
