Are the front shocks a 2 man job? Special tools needed?

I am just going to ignore all the people that give a bad name to Jeep people.
Here is the problem I am having with the dremel.
Notice the bottom washer? It gets in the way, and you can see by the grooves that I can not get at the entire side of the bolt. Only the top 1/3 or so.
I was going to try to slice straight down on opposite sides, so the 2 halves would peel away. But, there's no way to do that.

I will admit though it took me two days to get one of the bottom bolts off of mine, because I tried without a deep well socket and rounded off the nut, but finally got a real pair of vise grips to lock onto it and bolt came right out.
Back shocks, for me those were a piece of cake, though I did have the fuel tank out at the time which made it easier to get to.

Just cut that washer too, a new one comes with the new shocks.

The shocks on my black xj were pretty rusted on top and bottom. I just grabbed the top portion of the shock (beneath the fender well) with giant channel locks, smashed it enough to fit a big *** pair of vice grips on that to keep the rod from spinning and unscrewed the top nut. The bottom was just removing rusty nuts and bolts. It's a *****, but that's what working on an old Jeep is all about. Busted fingers, anger, then overwhelming joy that the job is done and you did it your self.

In about an hour I'm going to install my new Teraflex Adjustable upper and lower control arms , upper axle bushings and Iro tierod. Can I make a thread when a bolt kicks my ***. I have 1,000 worth hand tools and a sawzall, angle grinder , drills , kroil, pb blaster ect......... I've been soaking. Every thing daily for the past 3 weeks with kroil
