Default Friends Jeep

Okay, this is a weird one. Got a friend who has a strange problem with his fuel pump. What I was told was that he cannot turn it of, even when the car is off. He has changed out the fuel pump, and him and another friend even checked, what they thought, was the relay. The only way they were able to turn it off, was to disconnect the battery. He has an 89, 4.0L. Any help?

Ballast resistor? Next to the air box. Mine doesn't have one but it also has a relay in there that activates the fuel pump. Might be a start.

Relay is on the passenger side fender well. It is in a group of three or more depending upon accessories. When that gets pulled there should be no power to the FP. It could be burned at the contacts causing it to stay on. If that doesn't work then PM 5-90. He will know. I hate electrical gremlins.
