would it be a good idea to sleeve my frame (what exactly is that and how is it done) when i put a winch bumper and 8k winch on her

You will be ok to just add the bumper and winch. I would only sleeve the frame if I was doing a complete floor pan replacement. And down the line you can plate the outside of the frame. That's usually not done till you get extremely serious though
